This is an 19th century example of the Stanley No: 70 box scraper, Its unmarked which was typical of Stanley back in the day. These were produced from c1877 and were used to remove stencil markings from wooden boxes and crates but are also known to be used for floorboards and are often referred to as floorboard planes. The cutter is an unidentified replacement but its still a nice early example.
